At this point I define my APEX configuation directory.
In this example, my configuration directory is c:\apexconfig
java -jar apex.war configdir C:\apexconfig
Now I start my configuration
java -jar apex.war
PM oracle.dbtools.common.config.file.ConfigurationFolder log ConfigFolder
